Are there electronic cigarettes that don’t taste like tobacco?

I am not a smoker, and I don’t intend to smoke. I tried a cigar once and I thought the taste was awful, but I like the theatrical “smoke” effect that the electronic cigarettes give off.
I have read that it is possible to buy 0mg nicotine cartridges, and different flavors of it. I was wondering if there were some flavors that did not taste anything like tobacco, because unlike common smokers, I do not like the taste.
If I could get an empty cartridge and just fill it with water, would that work?

No, it will not work with just water. The solution used is primarily made up of either propolyene glycol or vegetable glycerine.
With that said if you are not a smoker then the e-cig is not for you. It is designed to give the smoker an alternative to conventional tobacco cigarettes
If you are currently not a smoker then stay away from e-cigarettes and (of course) tobacco cigarettes!
So….in other words….you wanna be a poseur and by theatrical smoke effect you mean you wanna look cool.
